China in the Global Melting Scrap Trade
China has extensive metals production and recycling industries. The country's regulatory regime for non-ferrous melting scrap was reshaped from 2017 through the National Sword policy and the 2020 restrictions on solid waste imports. Since 2021, recycled non-ferrous material may be imported when it meets purity standards under GB/T 38470-2019 and related specifications.
Domestic industry covers integrated copper smelting, aluminium production, an extensive steel sector spread across multiple provinces, and significant stainless steel manufacturing. Production and consumption clusters are concentrated in Guangdong, Zhejiang, Jiangsu, Anhui, Shanghai, Tianjin, and Yunnan, with downstream manufacturing belts in the Pearl River and Yangtze River deltas.
The China Nonferrous Metals Industry Recycling Branch, operating under CNIA, is the industry body for the non-ferrous recycling sector.
